Estonia adopted the euro on 1 January 2011, but eurozone rules permitted the minting of euro coinage dated as early as 2004 — well before actual circulation — to build sufficient stock. Estonian 1 euro cent pieces dated in this range were produced at the Royal Mint of Finland in Vantaa, which struck coins for several accession states. The 2006–2010 dated pieces were never intended for immediate release and entered circulation only at the moment of changeover.
