Uncle Scrooge — known in French as Picsou — became the unlikely mascot of euro changeover education in France and Belgium, where promotional "first euro" sets featuring Disney characters were distributed through supermarkets and banks in late 2001 and early 2002. These were privately produced novelty items, not legal tender, despite their coin-like format and denomination markings. The issuing authority is a licensing arrangement, not a sovereign mint.
