This piece belongs to a short-lived French commemorative program issuing silver écu-denominated coins ahead of the euro's 1999 launch — a political gesture as much as a numismatic one, intended to build public enthusiasm for monetary union. France had been producing Europa series coins since 1979, but the 15-nation design reflects the EU's membership count following Austria, Finland, and Sweden's accession in 1995.
