Andorra struck pattern coinage in 2003 anticipating an official euro adoption agreement that would not actually materialize for another decade — the formal monetary agreement with the EU was signed in 2011 and euro circulation began only in 2014. These 2003 pieces were never authorized for circulation and exist purely as speculative or promotional strikes, produced in an institutional vacuum before Andorra had any legal framework for euro issuance.
