Serbia struck euro cent patterns in 2005 as part of its preparatory work toward eventual EU accession and eurozone entry — neither of which has materialized as of this writing. These were never legal tender and never entered circulation. The Mandić reference catalogues them as euro patterns rather than circulation issues, and they remain collectibles by that classification alone.
