This is a privately issued token, not legal tender — the Groupe des Caisses d'Épargne, France's mutual savings bank network, produced promotional pieces of this type throughout the late 1990s ahead of euro currency adoption. The timing was deliberate: with the euro's launch fixed for 1999, French savings institutions used branded proto-euro tokens as both public education tools and customer loyalty instruments during the transition period.
