Vatican euro coinage required a special agreement with the European Union, as the Holy See is not an EU member state. The arrangement granted Vatican City the right to mint euros in quantities far below what circulation would demand — the 2002–2003 issues were allocated largely to collectors, meaning most never passed through a single hand in commerce. John Paul II was the reigning pontiff at issue, and his declining health through 2003 meant this would be among the last series struck under his papacy before his death in April 2005.
