Obverse description Two allegorical figures, Neptune and Europa, stand facing one another on either side of a circular outline map of Europe, with a radiant sunburst emanating from behind the central globe design. The figures are rendered in a classical style, each holding a staff or sceptre. The peripheral legend reads EUROPE EUROPA along the upper arc, separated by a decorative motif, with WALES inscribed along the lower arc. Two small pellets flank the inner circle at the sides.

Produced by the Tower Mint as a private fantasy piece rather than an official currency, this ECU token was struck during the peak of the Maastricht Treaty debate — the same year the treaty was signed and the same year Danish voters initially rejected it in referendum. It was never legal tender anywhere. The Tower Mint issued several ECU-denominated pieces throughout the early 1990s targeting collectors and European federalist enthusiasm, none of which were sanctioned by any central bank or monetary authority.
