Francis Hyacinth became Duke of Savoy at age three in 1638 and was dead before the year was out, making his mother Christine Marie of France the regent and the effective authority behind this issue. The coin was struck during the Siege of Vercelli, when Spanish forces besieged the city beginning in July of that year — a direct consequence of Savoy's alliance with France pulling it into the broader Franco-Spanish conflict of the Thirty Years' War.
Siege coinages of this type were emergency issues, produced under military pressure with whatever dies and metal were available. Vercelli fell to Spain in September 1638.
