Liberia's commemorative dollar program of the 2000s was essentially a licensing operation — the government authorized dozens of topical issues aimed squarely at the collector market, with no meaningful domestic circulation intended. World Youth Day 2005 was held in Cologne, Germany, marking Benedict XVI's first as pope following John Paul II's death in April of that year.
