Liberia has issued novelty legal tender through licensing arrangements with private minting companies — primarily the Bavarian State Mint's commercial arm and similar European operators — since the 1990s. These pieces circulate nowhere and are produced exclusively for the gift and collectibles market, with "legal tender" status a contractual formality granted by the Liberian government for a fee.
Silver-plated aluminium brass was chosen purely on cost grounds for this category of issue.
