Fiji's "Pacific Dollar" bullion program, launched to compete with established sovereign silver rounds in the Asia-Pacific market, positioned the Reserve Bank of Fiji as an issuer of record for internationally traded silver — a role historically dominated by the Perth Mint and the Royal Canadian Mint. The arrangement is largely nominal; production and distribution were handled by external minting partners, with Fiji providing legal tender status to support collectibility premiums over spot.

KM#711 is one of several foreign-issued silver rounds of this type where the face value bears essentially no relationship to either the coin's intrinsic worth or the issuing nation's domestic economy.
