Palau began issuing gold and silver collector coins in the late 1990s under licensing arrangements common to small Pacific island states with no meaningful domestic coin market — the issues were designed and produced entirely for export to the collector trade. This particular piece belongs to Palau's Marine Life Protection series, one of the earlier themed programs that helped establish the format widely imitated by similar jurisdictions throughout the 2000s.
