Palau's early 2000s novelty issues were licensed through the U.S.-based company American Mint and exploited the island nation's willingness to authorize unusual themed coinage it had no domestic use for — Palau has no independent currency infrastructure and its population of roughly 20,000 uses the U.S. dollar in daily commerce. The "Hole Cards" poker series was aimed squarely at the American collectibles market during the first wave of televised Texas Hold'em popularity, roughly coinciding with the 2003 World Series of Poker boom that was still building at time of issue.
