Somalia's 1990s and early 2000s novelty coinage was largely produced not for domestic circulation but for the international collector market, exploiting the country's nominal issuing authority during a period when the central government had effectively ceased to function. The transitional authority that nominally sanctioned these pieces had no functioning treasury, no mint of its own, and no monetary policy to speak of.
