Tuvalu has no independent mint and contracts production of its collector coinage almost entirely through the Perth Mint under a long-standing arrangement that began in the 1970s, when the island nation was still transitioning away from its former status as part of the British Gilbert and Ellice Islands Colony. The lunar series issues, of which this is one, are struck under Australian legal authority but bear Tuvaluan denomination as a sovereignty arrangement that costs the issuing government nothing — the coins are sold at a premium far exceeding face value and never circulate.
2017 marks the Year of the Rooster in the 12-year Chinese zodiac cycle, the last such year before the cycle completes and returns again in 2029.
