Cook Islands issued a substantial run of commemorative dollars through the 1990s under licensing arrangements that had little to do with the islands themselves — the France 98 World Cup series being a prime example, produced largely for the collector market rather than any domestic monetary purpose. The .500 fineness is a deliberate cost-reduction choice common to this tier of commemorative output, distinguishing it from the .925 issues the same mint produced for higher price-point releases in the same period.
