Cook Islands issued a substantial run of thematic wildlife dollars through the late 1990s, largely targeting the collector and bullion-adjacent market rather than circulation. The Serpent Starfish series sits within that output — pieces produced under the authority of a self-governing territory in free association with New Zealand, whose monetary relationship allowed Cook Islands to issue legal tender coins that would never meaningfully circulate on the islands themselves.
KM#364 is one of several fauna-themed strikes from that year. Mintage figures for this type were not tightly controlled by New Zealand's oversight structures.
