Issued as part of Fiji's broader push into the commemorative collector market during the early 2010s, this piece belongs to a wave of silver-plated base metal issues that flooded the novelty numismatic trade in that period — produced cheaply, marketed aggressively, and carrying face values that bear no relationship to their actual purchasing power in Fiji. The Reserve Bank of Fiji licensed its authority to several third-party distributors who handled design, production, and global sales almost entirely outside the island nation itself.
KM#214 was never intended for circulation.
