Part of a sprawling Cook Islands commemorative program that leaned heavily on Olympic themes ahead of Athens 2004, this issue is one of dozens struck that year under licensing arrangements that kept the New Zealand-administered territory's name on coins it had no practical hand in producing. The actual minting was contracted to external private mints, a standard arrangement for Cook Islands issues of this period.
Collector demand for the Athens series was modest at best, and secondary market prices have reflected that since shortly after issue.
