Tokelau — three Pacific atolls with a combined land area under 12 square kilometres and a population that has never exceeded 1,500 — issues commemorative coinage through a licensing arrangement, with pieces struck externally and sold almost entirely to collectors. None of this circulates. The Golden Jubilee reference here is anachronistic by nearly two decades; Elizabeth II's Golden Jubilee was 2002.
