Tokelau's coinage program is administered externally — the territory has no mint of its own and issues coins primarily for the collector market, with New Zealand managing its external affairs. The "Departure" issue belongs to a themed series marking transitions in the territory's governance structure, coinciding with Tokelau's ongoing but unresolved status negotiations with New Zealand over self-determination, a process that twice failed referendum thresholds in 2006 and 2007.
