Deng Xiaoping died in February 1997, the same year Hong Kong was handed back to China — an event he had engineered politically but did not live to see. Cook Islands has long issued commemorative dollars under licensing arrangements that have little to do with Pacific history, and this piece falls squarely in that category. The .999 fine silver, 31.1g specification is the standard bullion-round format adopted by dozens of issuers throughout the 1990s and 2000s for exactly this kind of themed commemorative program.
