Obverse description Right-facing effigy of Queen Elizabeth II wearing the Girls of Great Britain and Ireland tiara, pearl drop earrings, and a draped necklace, after the fourth portrait by Ian Rank-Broadley. The legend ELIZABETH II appears along the left rim and COOK ISLANDS along the right rim, both reading upward. The date 2004 is inscribed below the effigy near the lower rim. The field is a deeply mirrored proof finish, with a fine dentilated border encircling the design.

Issued on the 60th anniversary of the Normandy landings, this Cook Islands commemorative falls into a category the numismatic trade knows well: Pacific island nations licensing their issuing authority to mint houses producing coins with no domestic circulation whatsoever. Cook Islands has been one of the most prolific such issuers since the 1970s. Silver-clad copper-nickel rather than solid silver keeps production costs down while maintaining surface appearance for the collector market.
