Part of Cook Islands' long-running zodiac series, this issue was produced under the fiscal arrangement that allows New Zealand-administered territories to issue legal tender struck by private mints — in this case almost certainly the Mint of Poland, which handled the bulk of Cook Islands' novelty silver program during this period. The coins circulate nowhere and are bought nowhere as currency; their legal tender status is a licensing mechanism, not a monetary fact.
