| Obverse description | Right-facing draped and diademed effigy of Queen Elizabeth II wearing the Girls of Great Britain and Ireland tiara, a pearl drop earring, and a pearl necklace, after the portrait by Ian Rank-Broadley. The legend 'ELIZABETH II' arcs along the left periphery and 'COOK ISLANDS' along the right, both separated by a beaded border. The date '2004' appears in the lower exergue. The portrait is rendered in high relief against a deeply mirrored proof field. |

The Canadian Pacific Railway's completion in 1885 was a condition of British Columbia's entry into Confederation, and the financial crisis that nearly killed the project in 1883 — averted only by an emergency government loan pushed through by Macdonald — is one of the more consequential near-misses in Canadian nation-building. Cook Islands has issued commemorative dollars under licensing arrangements since the 1990s, functioning essentially as a mint-for-hire for themed collector series with no circulation intent whatsoever.
