Niue's legal tender coinage exists almost entirely as a vehicle for third-party collector programs, and this issue is a product of that arrangement — struck by the New Zealand Mint on behalf of the Niue government, which licenses its sovereign status to generate revenue it could not otherwise produce. The island's GDP and population make domestic coin demand essentially nonexistent.
The black-webbed tree frog (*Rhacophorus reinwardtii*) is native to Southeast Asian rainforests, having no particular connection to Niue or the Pacific.
