Niue's wildlife coin programs are essentially licensing arrangements — the Pacific island nation of roughly 2,000 people issues legal tender under New Zealand monetary law, with actual distribution handled entirely by third-party dealers and mints, most commonly the New Zealand Mint or private European bullion operations. The coins never circulate on the island and were never intended to.

The Asian elephant population had fallen to an estimated 40,000–50,000 wild individuals by the mid-2010s, fragmented across thirteen range states — a roughly 90% reduction from nineteenth-century numbers driven primarily by habitat loss and ivory poaching.
