The Kookaburra series, launched by the Perth Mint in 1990, was designed from the outset as a bullion program with annual design changes — a deliberate strategy to encourage collector hoarding and suppress secondary-market melting. By the 2000–2001 issues, the series had accumulated enough of a following that mintage figures were being watched closely by both bullion dealers and registry-set collectors, an unusual dual audience for a coin of this type.

KM#479 coincides with the transition period when Perth was aggressively expanding distribution into Asian markets, particularly Japan and South Korea.
