Obverse description Second portrait effigy of Queen Elizabeth II facing right, wearing a tiara and draped at the shoulder, as modelled by Arnold Machin. The legend ELIZABETH II arcs along the left field, with COOK ISLANDS continuing along the right, both in raised Latin capitals. The date 1978 appears in the lower exergue beneath the portrait.

Reverse description A stylised full-figure idol of Tangaroa, the Polynesian god of creation, depicted in traditional Polynesian sculptural form, standing upright on a narrow pedestal at centre. The figure displays characteristic elongated facial features and a ceremonial posture with arms folded across the torso. Thirteen five-pointed stars are arranged in a circular border around the figure. The denomination $1 appears twice, flanking the idol to the left and right in large raised numerals. The engraver's initials JB appear in the lower right field near the base of the figure.
