Liberia's early 2000s dollar series exploited a legal loophole allowing the country to issue collector coinage with no obligation to circulate it, producing dozens of "tribute" pieces honoring foreign nations. Most were contract-struck in China and marketed directly to European and American collectors, never touching Liberian soil.
