Tuvalu's numismatic program is operated under license and managed almost entirely by external minting agencies — the Pobjoy Mint and, more recently, the Perth Mint — meaning coins bearing the Tuvaluan issuer designation are produced with virtually no involvement from the island nation itself beyond the legal authority of its Crown relationship. The "Ottifant" is the cartoon elephant character created by German comedian Otto Waalkes, first appearing in the 1970s as a simple doodle that became one of Germany's most recognizable pop-culture figures.
