Niue has served as a licensing vehicle for commemorative issues since the 1990s, with the New Zealand Treasury administering the program under a longstanding arrangement that grants the Cook Islands-adjacent territory its own issuing authority despite having fewer than 2,000 residents. The Gold Rush theme here almost certainly references the Otago and Thames rushes of the 1860s, which drew tens of thousands of migrants to New Zealand and reshaped its demographic composition more rapidly than any other single event in the colonial period.
