Palau has issued small-format gold pieces like this under licensing arrangements that allow the island nation's name to appear on coins it neither designs nor distributes domestically. The actual striking was almost certainly contracted to a European mint — most likely B.H. Mayer's Kunstprägeanstalt in Germany, which handled the bulk of Palau's novelty bullion program during this period.
