Liberia's late-1990s and early-2000s silver dollar program was a frankly commercial operation — coins designed for the foreign collector market rather than domestic circulation, issued under licensing arrangements with little connection to Liberian monetary policy. The American Quarter Horse issue is squarely part of that wave, produced by private minting contractors and sold through international distributors.
