Reverse description The reverse depicts the Gerber Variable Scale, an innovative drafting instrument invented by Connecticut native H. Joseph Gerber, represented here as an articulated mechanical scale shown in an open, splayed configuration alongside a graduated ruler at right. The outline of the state of Connecticut is incised into the textured field behind the instrument. The legend UNITED STATES OF AMERICA curves along the upper periphery, while GERBER VARIABLE SCALE is inscribed in three lines in the lower left field, and CONNECTICUT appears along the lower border. The engraver's initials RG appear at lower right, with RaM at lower left.

Connecticut's slot in the American Innovation dollar series honors the development of the first working submarine, the Turtle, built by David Bushnell in 1775. The vessel made its only combat attempt in New York Harbor in September 1776, when operator Ezra Lee failed to attach an explosive charge to the hull of HMS Eagle — the wooden copper-sheathed hull defeated the hand drill meant to anchor the device.
