NAVROM — the Romanian state shipping company headquartered in Constanța — issued its own scrip denominated in dollars for use aboard vessels operating on international routes, allowing crew members to make purchases in the ship's canteen without handling hard foreign currency directly. These notes circulated in a tightly closed loop: onboard only, redeemable only through company channels, and worthless outside that system.
The dollar denomination reflects the practical reality of a Romanian merchant fleet working international waters during the communist period, when actual USD holdings by individuals were strictly controlled — and in many cases criminal — under Romanian law.
