The Isle of Man's commemorative crown program in the 1990s was extraordinarily prolific — the Pobjoy Mint struck dozens of themed issues annually for the island, targeting the collector market almost exclusively. The 1998 UN-designated International Year of the Ocean provided a convenient hook for multiple issuing authorities worldwide, and Man was among the first to act on it.
