Issued to coincide with the 1998 FIFA World Cup held in France, Gibraltar's participation in this commemorative series was itself a political footnote — the territory has never been admitted to FIFA membership, a dispute rooted in Spain's long-standing objection to any international recognition of Gibraltar as a separate sporting or political entity. The Royal Mint struck the silver proof version for collector distribution rather than circulation.
