| Obverse description | Third-portrait effigy of Queen Elizabeth II facing right, wearing the George IV State Diadem and pearl drop earrings with a pearl necklace, as modelled by Raphael David Maklouf. The legend ELIZABETH II arcs along the left field, with GIBRALTAR curving along the right, and the date 1998 positioned at lower right. The engraver's initials RDM appear truncated at the base of the bust, with the Pobjoy Mint privy mark PM also present. A finely beaded inner border frames the entire design. |

Gibraltar's late-1990s commemorative program leaned heavily on Phoenician maritime history as a deliberate nod to the territory's position at the Strait — the ancient boundary the Phoenicians called the Pillars of Melqart. The Phoenicians established a significant presence on the Iberian peninsula by around 800 BC, with Cádiz (ancient Gadir) serving as their westernmost major colonial settlement, just kilometers from Gibraltar itself.
Struck by the Pobjoy Mint under contract.
