Pobjoy Mint has produced commemorative crowns for the Isle of Man almost continuously since the 1970s, and this Henry VIII wives issue is squarely in that tradition of topical British history packaging aimed at the collector market. Henry's six marriages were themselves partly a monetary affair — the dissolution of the monasteries that followed his break with Rome transferred an estimated one-third of English land wealth to the Crown, financing wars and court expenditure for decades.
KM#1391 places this among a larger coordinated release rather than a standalone piece.
