Guanghua Shangdian — "Guanghua Trading Company" — was the commercial wing of the Shensi-Kansu-Ninghsia Border Area government, one of several state-run cooperatives the Communist administration used to control currency circulation in territory outside Nationalist financial reach. These trading company notes circulated alongside the more formal Border Area bank issues but carried the authority of the cooperative system rather than a banking institution, a distinction that mattered administratively even if ordinary users treated them identically.
1938 was the first full year of the Second Sino-Japanese War's united front period, and the Border Area economy was operating under severe resource constraints. Notes of this type were printed under genuinely primitive conditions in Yan'an.
