Pei Hai Bank was established in 1938 under the Shandong-Jiangsu Border Region government — one of the Communist Party's base area banks operating behind Japanese lines. These regional currencies were a deliberate tool of economic resistance, designed to displace both Japanese military scrip and the Central Bank of China's fabi in contested territory. By 1940, the bank was printing notes across multiple guerrilla zones with limited coordination between printing sites, which produced significant variation in ink color, paper stock, and overprint placement within the same nominal issue — the green 1 Chiao being one of the more visually consistent of an otherwise chaotic family.
