The Bank of West Shantung was one of several regional puppet banks established under Japanese occupation authority in China during the Second Sino-Japanese War. These institutions were created to absorb and displace the existing currency systems in occupied territories — deliberately undermining Nationalist fiat money and the older provincial notes still in circulation. The 1 Chiao denomination served everyday small transactions in a rural economy where metallic coinage had largely disappeared from circulation by 1940.
Year 29 refers to the Republic of China calendar, a dating convention the Japanese-backed authorities retained on notes like this — an irony that was almost certainly not lost on the people forced to use them.
