Cloth stamps — bu piao — were issued by provincial authorities during the planned economy period to ration textile purchases alongside the national cloth coupon system administered by the central government. Zhejiang's 1984 series represents one of the final years of that parallel rationing infrastructure; the national cloth rationing system was abolished in 1983, making provincial holdovers like this technically anomalous — local bureaus continued issuing and honoring their own coupons for a transitional period as distribution channels wound down.

The chi unit, approximately one-third of a meter, was the standard measure for fabric allocation.
