Andorra issued its first euro-denominated coinage in 2002 under a special arrangement — not as an EU member, but through a monetary agreement with the European Community that permitted use of the euro without obligating full membership. The 2006 series was among the early circulation issues under this framework, and uniquely for European coinage of this type, it bears the authority of the reigning Bishop of Urgell in his capacity as Co-Prince of Andorra — a feudal co-principality arrangement dating to the Paréage of 1278 that has survived every political upheaval since.
Benedict XVI assumed that co-princely role automatically upon his election as pope in April 2005.
