Portuguese municipal cédulas — emergency fractional notes issued by local councils — proliferated after 1917 when coin shortages created genuine transactional paralysis in small commerce. Sintra's 1 centavo issue belongs to this wave, authorized under the broad emergency provisions that allowed câmaras municipais to print their own scrip rather than wait for Lisbon to solve the coinage problem.
At face value, 1 centavo bought almost nothing by 1921, which raises a real question about practical utility. These low-denomination cédulas were often issued more to complete a series than to meet genuine demand.
