Penafiel is a small municipality in northern Portugal, and like dozens of other local authorities during the acute coin shortages of the First World War and its aftermath, the Câmara Municipal stepped in to fill the void left by the disappearance of small bronze from circulation. These municipal emergency notes — cédulas — proliferated across Portugal from roughly 1917 onward, issued without any central authorization and redeemable, in theory, only within the issuing municipality.
The MA catalog reference places this firmly within the Mário Abílio classification of Portuguese local issues. Survival rates vary wildly — many were redeemed and destroyed, others simply worn to illegibility.
