Reverse description Printed in red on plain paper, the reverse carries a stepped rectangular frame with interlaced monogram ornaments at each corner. A municipal coat of arms vignette is positioned at center, surmounted by a smaller crowned heraldic device at the top. The denomination numeral appears in bold at left and right, flanking the central arms, with the value legend repeated in mirror image on the right side.

Ovar's municipal cédulas were authorized under the Portuguese government's emergency small-change legislation of 1918–1920, which allowed câmaras municipais and other local bodies to issue low-denomination paper when coinage had effectively vanished from circulation — hoarded, melted, or simply worn out of the system. Hundreds of municipalities took up the authorization; most issues were tiny in quantity and redeemed quickly once the coinage shortage eased.

The Ovar 1 Centavo is among the smallest denominations issued anywhere in the program — one centavo had negligible purchasing power even then, suggesting acute transactional desperation at street level.
