Monção is a small municipality in the Minho region, and like dozens of Portuguese câmaras municipais, it issued its own emergency fractional paper during the severe coin shortage of the early 1920s. These local cédulas filled a genuine gap — small copper and bronze coins had effectively vanished from circulation, hoarded or melted, leaving shopkeepers and markets unable to make change. The Câmara Municipal stepped in as an issuer of last resort, with no formal banking infrastructure behind it.
